Now that you see that, it's a simple matter to change the number for main_rome in the army_cap section to whichever you want for the corresponding imperium_level. Go down further and you can see where the imperium_level and army_cap sections intersect that the number for main_rome in the army_cap section goes up by 2 for ever imperium level gained. As you read down you should see that where the imperium_level for main_rome and the army_cap sections meet it should say 2, which means at the 0 level Imperium the army limit is 2. The third column to the right of the imperium_level column should be titled army_cap.

The only one you want to pay attention to and mod is main_rome so make sure you focus on that and its associated sections in the imperium_level and army_cap columns. Once you have it loaded up you'll expand the data_rome2.pack and scroll down and expand the part marked 'db'. Once that's done, you want to start up PFM and open the data_rome2.pack which can be found by going through these folders: Program Files> Steam> steamapps> common> Total War Rome II> data

To do this, the first thing you need to do is download and install Rome 2 Pack File Manager which can be found here. Outside of increasing your Imperium, the only way I know of increasing your army limits is to get your feet wet with some modding. The army limit increases as your Imperium level goes up and the main way to increase it is through conquest and military actions.
